Good-bye

On the 31st of March I resigned from Bolsover DC and Hodthorpe and Belph PC when I moved to the West Country. My thanks to everyone who has read or commented on this blog. I am sure we will all keep a collective eye on the goings-on in Bolsover.

Here is a letter I printed and distributed to every house in the ward before I tended my resignation.


Dear Resident,

Two years ago I asked for your support to fight Alkane, provide facilities for teenagers, and challenge waste by Bolsover Council.
Fortunately we did stop Alkane, however you may not know what is being done for young people. New teenager play facilities will be installed in both Hodthorpe and Whitwell this year and Extreme Wheels will be running open sessions at Hodthorpe Recreation Ground every Wednesday evening from 5pm to 7pm and on Bakestone Moor Recreation Ground on the first Tuesday of each month from 7pm to 9pm. Thanks to the wonderful volunteers (more needed!), and the generosity of those who gave funding, we have also started a voluntary youth club on Tuesday evenings in Friendship Hall from 7pm to 9pm.

I have had less success with challenging Council waste. Bolsover is the only Council to ignore independent advice and pay its Councillors the highest basic allowance in the country. Along with their travel expenses, and luxuries like a new civic car, it leaves a large bill. In two years Council housing rents will have gone-up by nearly 15%, and many people on Council tax benefit face cuts. Public toilets have closed and the Council’s Community houses are also threatened.

Most worryingly of all, in spite of the enormous opposition from the people of Bolsover town, the Council has cut a deal with a supermarket chain that will see the town’s cherished Sherwood Green buried in tarmac and the Council’s modern offices demolished. As part of this project Bolsover Council have wasted over £5M buying and renovating Clowne Campus and over £2M will be spent on another new office in Bolsover. Unsurprisingly the Audit Commission assess that Bolsover Council is one of the worst in the country at showing value for money.

Over the last two years hundreds of people in Whitwell and Hodthorpe have sought my advice. I have enjoyed helping them and living in this area. I recently qualified as a Children’s Social Worker and am now moving to a new job in the Welsh borders. This means there will be a by-election in Whitwell and I hope you will have the opportunity of voting for a Green Party candidate again but that depends upon someone coming forward to stand. The future is supermarkets Bolsover’s Labour leader Eion Watts would have us believe; Tesco’s in Clowne and Shirebrook, Morrison’s in Bolsover, he’s pushing his overfull trolley to a gleaming future. Sir Terry Leahy, the old boss of Tesco’s would agree with him he’s happy to be quoted as saying that the closures of smaller shops and businesses are a positive progression for our economy.

If Eion drives his Merc down to the Gander lane distribution depot in Barlborough he might be a little surprised that the 400 workers just made redundant by Tesco’s “re-structuring” have a rather different opinion.

This is the reality of supermarkets; they are not in it for communities. They profess ignorance when horsemeat is found in their beef burgers; drive prices so far down that diary farmers go out of business, exploit public funding for apprenticeships, require workers to be available 24/7 and then relocate their depots with the minimum consultation period.

Is this the future we really want for our towns? We do have a choice in the matter – we could have a Council that fights to protect local shops and diverse local businesses and plans for a thriving high street and busy markets; or we can elect a Council that puts its faith in the likes of Terry Leahy. The choice is ours, but remember if you play in the dirt, you get dirty.

“I know you’ve lived here all your life and never got into trouble, but we don’t want you here anymore so here’s a few thousand quid for you and your family to bugger off and not come back”.


Russia? Syria? China? No, this is the reality of Welfare “Reform” in Britain in 2013. A whole new class of refugees forced into a perpetual revolving door of financial inducements to move on, and as there are some 400 Council’s that’s a lot of travelling. It’s a vision which will take as back 100 years, even the workhouse kept people in their own locality, welfare reform just gives them one way ticket to nowhere.

It makes no economic or social sense, in the short term the family and human costs will be massive, in the long term they will break our society. It is the single biggest issue of the moment and the Green voice must be heard.

Your actions shout so loudly I can’t hear your words


Goggle Cllr Watts, leader of Bolsover DC and you’ll soon find him indulging in some rather pathetic anti-Thatcher rhetoric. May-be that’s because we have to go back 30 years to find any remnants of socialism in his life. Both of them have uttered some distasteful words but how do their actions compare?

Thatcher famously flogged Council houses at a discount, she managed to shift well over one million during her time, but thirty years on the concept of socially rented housing is still around and needed more than ever. So what has Watts and co done? The rent increases they have pushed through last year coupled with the one they are proposing this year amounts to an average of nearly 15%, that means rents doubling every 10 years, during the biggest recession in our lifetime. With policies like this Watts will finally do what Thatcher failed to do and make consign Council housing to history? To make matters worse the Council doesn’t even need the money, this year the Housing account is predicted to take over £5M more in income than it needs in expenditure. The money will all go to the bank with the balances doubling over the next three years.

Thatcher allowed some of the money from Council houses sales to be used to build new Council houses, Watts has a better idea. He’s making so much money from rents that he proposes to use £1M this year rising to up to £1.7M year to build new council houses. Does it matter where the money comes from so long as the houses are built? Yes it does – paying for new council houses from the rents of current tenants is like asking just current patients to pay for hospitals or families to pay for schools. We should all contribute to the cost of new housing, that way we also make sure the rents remain affordable.


Another Thatcher legacy was the poll-tax – by trying to levy a flat rate tax she made sure that the poor made a disproportionately large contribution and protected the lifestyles of the rich. Bolsover under Watts’s leadership have designed and even more oppressive scheme: forcing every working age person on Council tax benefit to pay 8.5% of the bill. This imposes an additional tax paid only by the very poorest in our community and use the money to subsidise the highest basic allowances of any District Council in the country as well as the £1.4M cost of refurbishing the Council’s palatial new offices at Clowne.

Finally Thatcher of course said there is no such thing as society, and not to be out-done Watts is making sure that there is no such thing as a Community, by personally proposing the closure of all community houses in the District unless some Parish Council, rich benefactor or fairy godmother comes forward to pay for them!

Why not sign-up to the pledges that your colleagues have made on must prefer words to action Cllr Watts how about signing the statement on http://councillorsagainstcuts.org? Its launched by members of your own party who haven’t forgotten what the Labour party is supposed to be about. Have a word with them, you might that you don’t have to leave your ideals in the past.

Campaigning for justice

I've written before about the sheer cruelly of the welfare reform act and its pleasing to see that the Campaign to Defend Council Housing are now co-ordinating a national campaign of opposition. There also a group called Councillors against cuts http://councillorsagainstcuts.org/  which I have supported.

National Campaign for Benefit Justice
Tenants, Disabled People Against Cuts and other campaigners are linking up in a national campaign against attacks on Housing and other Benefits. 40 people from 31 campaigns, tenants and trade union groups met on 19 Jan in London and agreed to build an umbrella campaign to oppose attacks on the poor and to fight for benefit justice. The PCS trade union, with members in Job Centres and Benefit offices, and Unite trade union are among those backing a united campaign.A 7,500-strong facebook group Bedroom Tax...think its unfair...join the fight here were represented, along with pensioner, women's and unemployed groups. Initial plans include a protest in February and a Benefit Justice summit and further protests in March, one month before further devastating benefit cuts including the 'Bedroom Tax' hit in April 2013.The Campaign for Benefit Justice agreed this statement:
Cuts in benefits are an unjust attack on the poor. Cuts concentrated on Housing Benefit are already breaking up families, communities and support networks. They will mean poverty, debt and evictions.
We oppose all cuts in benefits and tax credits. We did not cause the banking and economic crisis and will not be scapegoated to pay for it.
We reject false divisions and stigmatisation of people who are low-paid or unpaid.
We will join with local and national campaigns including disabled peoples, tenants, unemployed workers, trade unions, students, pensioner, single mothers and others to oppose benefit cuts.
We will support and link up local campaigns.

A message to you Eion (Leader of Bolsover DC)

Hi Eion this is the blog that you don’t read and keep telling me that no-one else reads. You mention that at every single Council meeting which is kind of you and the least I can do in return is to suggest some ideas for your very own blog. Here are some suggestions of things we’d all like to know but only you can answer:

·         How luxurious are the beds, and how good are the meals, in the Union Jack Private Members Club which the Council has footed the bill for when you were on Council business in London?

·        How you entertain yourself in your Mercedes Benz on your long and lonely drive to your meeting in Kilmarnock for which the Council paid you over £230 in travel allowances when the train could have cost less than half the cost?

·         Where will any Parish Council, Councillor or Voluntary Organisation get the money from to take over the running of the District Council’s three Community Houses as you proposed last week?

·         What other District Council services you intend to also try and off-load to Parish Councils or voluntary organisations so you can carry on paying yourself and other Councillors the highest basic allowances of any District in the country?

·         Why are you spear-heading Cameron’s attack on the poorest in society by imposing an 8.5% tax hike on those working age families unfortunate enough to claim Council Tax Benefit even though it’s forecast to cost Bolsover DC more to collect it than the Council will get from it?

·         How many miles has the very opulent civic car done in its first year of use?

And if you get bored of writing about Bolsover DC I’m told people in Barlborough would like to know your views on how much of their Parish Council expenditure has gone on legal costs and compensation payments to staff.

Go on Eion, give openness a go, surely you have nothing to fear from the people?

What gets more time in a Bolsover DC meeting – M1 congestion or a proposal to tax the poorest people in the District?


If you want to see what people value look where they spend their time. At this morning’s Council meeting the members of Bolsover spent nearly an hour considering the impact of opening up the hard shoulder of the M1 to traffic. Members queued up to tell the professionals from the Highways agency what to do with their scheme.  The truth as we all know, is that without a proper transport policy whatever you do with the current roads, king car will choke them,  a reality that has eluded this government just as it eluded the last one.

Ultimately it didn’t really matter, Bolsover DC is not in charge of motorways, (just imagine), and it was only a consultation. Later on the agenda came something that Bolsover DC certainly is in charge of; deciding whether the 4,000 poorest families in the District should continue to get their Council tax paid in full. Suddenly all those strident voices had nothing to say, they meekly stared at their beautiful desks. In a re-run of the Poll Tax the Executive of this Labour-controlled Council wants everyone on benefit to pay about £85. They weren’t every dissuaded when I pointed out that the costs of collecting this at £25,000 pa was more than the revenue that the District would receive from it!

The Leader Eion Watts made some remarks about how very sorry he was, and how dreadful the government was, and then got quite annoyed that I dared to list some of the 100+ Council’s who are standing up to the Government and are not levying this tax.  He also tried to defend the Councillors highest basic allowances in the country, which I hadn’t even mentioned, but you know what a guilty mind is like.

Will they ever smell the coffee?

Amazed, astonished and baffled


All term used by Cllr Macgregor (Labour) of Bolsover DC in the six press releases issued last year regarding benefit fraud (the last one being on the 16th January 2013). Cameron and Osborne must be delighted that by making sure the local headlines are full of terms like “benefit cheats” it is so much easier for him and his chums to slash welfare spending on “scroungers” whilst handing out tax cuts to millionaires.

The truth as Bolsover Councillors (should) know is that for every £1 lost in benefit fraud £17 goes unclaimed because people are too frightened to claim them. For comparison another £15 is lost in tax fraud and £70 in tax avoidance). But during the year not a single press release was issued to encourage benefit take-up let alone show a comparison with tax fraud.

So why is Cllr Macgregor all of a dither over this? Is it because in 2001 it was reported in the Guardian that he was “being investigated by fraud squad officers in Derbyshire over allegations that he used his position as head of a regeneration trust in a rundown mining area to line his own pocket”? The article went on to say “further investigations revealed that on numerous occasions between 1997 and last year, Mr MacGregor's separate expenses for representing Bolsover district council and the regeneration trust showed him to be in different parts of the country at the same time”, and that as a result he along what another person “agreed to pay £5,000 each and legal costs of £16,000 to Creswell parish council”. What is amazing, astonishing and baffling is that Councillor Macgregor still has a seat on Bolsover DC at all let alone that he has been given a Cabinet position for Corporate Efficiencies (some irony here methinks). It would be nice if he showed some empathy for those on the sharp end of the Tory cuts, but instead he, along with his colleagues, are quite content to continue to rake in the highest basic allowances of any District Councillors in the Country.

When you live in a glass house and continue to throw stones and denigrate others it is not surprising that you end up amazed, astonished and baffled.

Bad days for Bolsover


On the 21st December the Government issued its grant allocations and they contained a real sting in the tail for Bolsover. The Council is facing cuts of up to 35%. Here’s the data from the Local Government Chronicle:

Those Councils asterixed have been offered an “efficiency grant” which would reduce these losses. However payment of the grant in 2014/15 will depend on the Councils performance in 2013/14 and that could be a problem for Bolsover.

What does it mean? – Well I think it means 3 things:

1.   There is no excuse for waste inefficiency and waste. How can anyone fight against these cuts if our own Council is frittering money away? There are over 400 Councils in the country and only two failed their value for money assessment, guess what one of those was Bolsover. I think this is now the fourth or the fifth “last chance” saloon message delivered by External Audit, will it be acted on this time?


2.   There has to be an end to waste and extravagance. Have a look at the table again, just above Bolsover is Barrow in Furness, also a Labour dominated Council. But they couldn’t be more different in their priorities. The Basic Allowance paid to the Councillors of Barrow is just £2,120, in Bolsover it is well over four times higher. You don’t need to be an accountant to know which of these Councils will have to wield the largest axe. And it doesn’t end there. For two years the leader of Bolsover, Clr Eion Watts, combined the highest basic allowance of any District Councillor in the country with the highest claim of travel and subsistence expenditure of any District Councillor in Derbyshire. A double whammy indeed. In 2009/10 his claim for travelling and subsistence alone was over £7,500 by comparison the total claims for travelling and subsistence from all 48 Councillors in Chesterfield (also in the above table) was just £3,811!

3  There is no point in saving the Council if we sack the District of all its assets to pay for it. In a lesson it learnt from Thatcher the Council is staging its own fire sale of assets. Bolsover’s public toilet went last year; Sherwood Lodge and Green are due to be buried in tarmac soon and if the Labour members of the Safe and Inclusive Scrutiny Committee get there way all the Community Houses will be closed shortly. Enough is enough the coalition is doing enough damage already it doesn’t need any help from the Labour councillors on Bolsover.

Fair Trade - its time for Bolsover!


I have failed to get Cllr Watts leader of Bolsover DC, to express any enthusiasm for adopting the living wage so I thought I have a go at asking him to consider oppressed workers in other countries and commit the District to becoming a Fair Trade area. Here's a draft resolution I could ask him to endorse at the December council meeting - let me know if you have any comments on it.


Bolsover District Council aims to be recognised by its residents and business community, its suppliers and employees and other local authorities as a Council that actively supports and promotes the concept of Fairtrade – ensuring that producers from all countries get a fair price for their goods and labour.

The Council resolves to:

  • Review the Council's own purchasing policies to ensure that the Council purchases Fairtrade where possible.
  • Offer Fairtrade tea/coffee at Council meetings and in its offices and restaurants where these are currently provided.
  • Work with local Fairtrade Network in its work of achieving Fairtrade County status by nominating a Council member / officer to liaise with the Steering Group on a regular basis.
  • Promote awareness of Fairtrade issues, and make publicity and educational information available to local people concerning the worldwide impact of unfair trade and the opportunities that Fairtrade provides to promote sustainable development.
  • Promote Fairtrade issues and practices amongst local business, and commercial and other organisations.

The pre-contemplative stage

Change is never easy, many never get to smell the coffee.

At yesterday's council meeting the member allowance scheme was on the agenda, but the Chairman didn't want to have any discussion about it and when I dared to suggest that Cllr Watts record of claiming some of the highest travelling and subsistence allowances of any District Councillor in Derbyshire wasn't the best qualification for the role of presiding over other member's expenses they moved rapidly to the vote.

So for those who are able to get over the pre-contemplative stage and want to make the world of local government a better place here were my proposals:


1.   Remove all references to the Leader or Deputy Leader giving approvals for meal or hotel expenditure and replace them with the Chief Executive an independent, and accountable, officer.

2.   Reinstate maximum claims for meals and hotels, we cannot afford, and the public will not tolerate a 60% increase in these costs.

3.   For travelling costs state that where there is a public transport alternative Councillors the scheme should require it to be used.

4.   State that the Council will never pay for spouses, partners or friends whether the cost are subsequently reimbursed or not. They should be met from the basic member’s allowances, after all they are large enough!

5.   Where Council members take positions of responsibility with external organisations such as the ICA then the acceptance of such a position should be on the condition that organisation bearing the associated costs of travel and subsistence not the tax-payers of Bolsover.
 
It is hard to comprehend why such sensible proposals should get such a hostile response, unless that is, there is something to hide.

Here's what Bolosver Council own plannikng policy officer has to say on their proposals to build a supermarket on a public park.
 
They wouldn't listen to me, they wouldn't listen to residents, will they listen to him? I expect not, but I think it is now dawning on them that a Government appointed planning inspector will.
 
 
Impact on Open Space provision


A substantial part of the proposed development site is currently designated as
public open space on the adopted Local Plan Proposals Map.
Local Plan Policy CLT 6 (Existing Outdoor playing Space and Amenity Open
Space) will only allow development on open spaces as shown on the
proposals map in the following circumstances:

·
Replacement open space is provided


·
A facility of equivalent community benefit is provided
·
The development results on an overall improvement or enhancement
of the existing facility for the benefit of the local community.
This proposal does not meet any of these criteria. Firstly, no replacement
open space is being provided for the loss of most of the existing area (a net
loss of around 1 ha). Secondly, a facility of equivalent community benefit is
not being provided. Thirdly, although the applicant intends to enhance that
part of the green space known as Stretton Memorial Garden, this would not
represent an overall enhancement of the whole green space.
With regard to Paragraph 74 of the NPPF a similar, yet differently worded
policy needs to be met, as follows:

“Existing open space, sports and recreational buildings and land, including
playing fields, should not be built on unless:


·
an assessment has been undertaken which has clearly shown the
open space, buildings or land to be surplus to requirements; or


·
the loss resulting from the proposed development would be replaced
by equivalent or better provision in terms of quantity and quality in a
suitable location; or


·
the development is for alternative sports and recreational provision, the
needs for which clearly outweigh the loss.”


In respect of the first requirement neither the applicant or the Council has
undertaken an assessment of open spaces that clearly shows which open
spaces are surplus to requirements. The Council has, however, undertaken a
quantitative analysis of open space that found that Bolsover Town has 2.66
ha of formal green space per 1,000 population which meets the minimum
standard set in the Green Space Strategy (2012) of 2.4 ha per 1,000
population
The area of amenity open space at Sherwood Lodge grounds is 1.22 ha.
From the plans submitted, only two areas of 0.28 ha and 0.21 ha would be
large enough to be counted in the green space totals (a minimum site area of
0.1 ha is required to count as green space). Therefore, only 0.49 ha would
remain including the Memorial Garden, representing a net green space loss of
0.73 ha.
The loss of 0.73 ha of amenity green space at Sherwood Lodge, would mean
that Bolsover Town has enough green space as a settlement to meet the
minimum Formal Open Space standard. However, this fact on its own is not
sufficient to indicate that the Sherwood Lodge grounds, or any other green
space in Bolsover is surplus to requirements. Such an assessment must be
informed by the current and potential uses of the green space, its location in
relation to residential areas and to other green space provision in the

 


immediate locality or neighbourhood. None of these considerations suggest
that the green space is surplus to requirements. In addition, Sherwood Lodge
grounds received a quality standard of 68% when it was surveyed by Leisure
Services in August 2006. It could not therefore be argued that the quality of
open space is so poor that the space does not provide any useful green
space function.
With regard to the second point the applicant argues (at page 28 of the P and
R statement) that a commuted sum could be provided to improve the quality
of the Memorial Garden “as an alternative location for open space and
recreation for town centre users”. I am not quite sure what is being argued
here. In my view whilst such a proposal would help to mitigate the loss of
open space, it would not replace the loss.
The proposal does not meet the third point because it does not propose
alternative sports and recreational provision.
The Green Space Strategy includes a policy that states that all residents of a
town should be within 400 metres of a formal or semi-natural green space
which is larger than 0.5 ha. The Sherwood Lodge green space constitutes
such a space. However, loss of this space would not result in any new
pockets of inaccessibility within Bolsover when judged against the above
standard. This is mainly due to the proximity of Dykes Field and Hornscroft
Park."

He goes on to conclude that the development breaches both local and national planning policies.

Is Bolsover on your sat-nav Ed?


Never one to miss a band wagon Ed Milliband has jumped on-board the idea of a living wage. He didn’t say much about it whilst in Government but he says his party is totally committed to it now and has threatened to name and shame any Council that doesn’t implement it.

Green controlled Brighton has nothing to fear from that because it’s been our party policy for years. Over a year ago I asked Eion Watts, the Leader of Labour controlled Bolsover whether he was committed to it and he said he liked the idea but it was impossible in Bolsover cos of the cost and equal pay legislation which required him to maintain all differentials!!. He was wrong on both counts of course, as his Leader is now telling him and countless other Councils are showing.

I feel a bit sorry for Ed it must be hard to lead such a party of nimbys but as the District Auditor will tell him it’ll take more than a little naming and shaming to get Elion to see the light. It also occurred to me that if its costs so much to pay people just £7.20 an hour we must have a lot of staff on poverty wages, a fine advertisement for socialism.

Waking up to the bedroom tax

It's taking a little longer to let tenants know in Bolsover, but word is getting round that from April 2013 there will be some dramatic, and highly damaging, changes for Council tenants on housing benefit.

Across the country a few of us are trying to stand up for the victims of this draconian policy. In spite of what the coalition says the victims will be the children not the parents. However Councils can do something and its important they do what they can. Here's a piece setting out some of the issues and our demands - it's work in progress so let me know if you have anything to add:

 
The bedroom tax will hurt our children.

In April some 660,000 families living in Council or housing association houses and claiming housing benefit will have that benefit cut if they are deemed to have too many bedrooms. Of course the politicians who voted for this don’t just have an extra few bedrooms, they get a whole flat in London paid for by the tax-payer, but that’s another story.  Forcing families into smaller properties will ruin the life prospects of many children and increase the risks to them it is both an inequitable and a dangerous development. Here are just some of the consequences:

·         Children of different sexes under 10 and the same sex under 16 are expected to share a room. However there is no definition or allowance given for the size of that bedroom. It means a house with a tiny single bedroom and one double bedroom would be “big enough” for a couple with two daughters aged 15 and 8, whilst next door a couple with just one toddler won’t have their benefit cut even if they have two  double bedrooms.

·         Where parents have shared responsibilities for a child only the one that gets the child benefit can count that child toward their bedroom entitlement. When the child visits he or she will have to sleep on the sofa, and if there’s more the one child they had better buy a tent.

·         Bizarrely foster children don’t count in the calculation of the number of bedrooms the family needs even though Council invariably require each foster child to have their own bedrooms. On the other hand if you have a lodger you will be entitled to an extra bedroom!

·         There’s no chance of tenants affected by these change being able to downsize, there simply isn’t enough smaller social housing units available. Instead they will be encouraged to take a lodger. Here’s what the case review on baby P said about lodgers “One of the most dangerous of these situations is where an anti-social man who is unrelated to the children joins the household” (Para 2.7.8). Is it worth the risk?  

·         The shortage of adapted properties means that families with disabled members frequently have to take whatever they are offered. However if it has more bedrooms than they are assessed as needing the will lose benefit, even if there is no other property available. There is no exemption for the disabled.

·         The proposals are inherently anti-family. A couple with two children under 10 in a three bedroom house will lose benefits, but their neighbour who may be a single parent  with two children of the same age and a “lodger” won’t. Indeed the lodger can pay up to £20 a week without any loss of benefit. What reason is there for couples to stay together if thye are better off living apart?

·         Councils who have introduced pro-family allocation policies like not placing young children in high rise blocks will find it impossible to maintain them in the face of the demand from tenats for down-sizing.

·         Because the regulations take no account of local housing need they will result in larger social house becoming unlettable in areas such as Northern Ireland and parts of North England where demand is low.


What can be done?

The Coalition Government have forced this through, over-turning every amendment made by the Lords. However Councils and Housing Associations can act to protect children from the most dangerous elements of this dreadful policy and we are calling on them to sign the following pledge:

 
1.   To collect data on the impact of these proposals on the lives of children in their area.

2.   To give the highest priority possible to families who need to move houses as a result of these measures.

3.   To review the Councils own assessment of the number of bedrooms in each property and to refuse to recognise as a bedroom any room below 6.5 sq metres (the minimum bedroom size for a multi-occupied house)

4.   Not to evict any tenant who gets into rent arrears as a direct result of this legislation.

5.   In recognition of the Baby P serious case review to fund and execute CRB checks on prospective lodgers for any family affected by these regulations.

6.   To consider using the pupil premium of £600 per head to enable families losing benefit to pay for an extra bedroom to be kept so that children have somewhere quiet to do their homework.

A new translation service

The Claim.

The plans we have in place show we are planning for the future, that we are a responsible Council and that we can continue to deliver our services to meet the needs of our residents" Cllr Watts, Leader of Bolsover DC.

The reality.

August: Councillor's Basic Allowances in Bolsover found to be the highest of any District Council in the country (by some £2,700 a year)


September: The Council's fails its value for money assessment.

October: Labour members of the Council's Safe and Inclusive Scrutiny Committee vote (twice) to recommend the closure of all three of the Council's Community houses in spite of overwhelming representations from the residents who they claim to be protecting.

Two Inspectors call

Cllr Watts has got himself very excited about the work of the District Auditor, and with good reason, under his command the Council has fallen all the way from "Excellent" to below "adequate" according to the District Auditor's value for money assessment.

However the District Auditor is not the only vulture hovering over Bolsover DC, the Local Government Ombudsman has sent the Council a long and incisive list of questions regarding their decision to appropriate Sherwood Green for development. This could have even more serious financial implications of the Council because if the land was not appropriated properly the Council and the current application for registration as a village green succeeds there will be no supermarket but two Council HQs.

I think I first warned the Council about this nine months ago, they weren't listening then, I wonder if they are now, after all the Council can't fall any further...................can it?

One nation? You're having a laugh.

As Bolsover Council embarks on its big consultation over who will suffer most from Council tax benefit cuts, their own lavish refurbishment of Clowne Arc, (their new stately home and former college), continues unabated. Have a look if you're down that way; the number of skips and the frequency they are being emptied is testimony to the priorities of this Council, spending £5.8M (which is nearly £200 per household) looking after number one



At a Committee meeting on Tuesday only one member of the Labour group was willing to break ranks, and ruin his "career" prospects by voting with me to oppose the closure of all three Community houses in the District. The other Labour Councillors wouldn't even wait for the finance staff to tell them how much money they cost to run before rushing to close them. Community houses that hadn't been staffed properly (or indeed at all) were described as "underused", whilst other centres with a thriving mix of activities were labelled as "victims of their own success". Heads you lose, tails you don't win. Even when the Domestic Violence Worker told them that a Community House was the safest and most discreet place for women suffering domestic abuse they decided that she didn't know what she was talking about and voted to close it anyway.

What was it  the one nation Miliband said "Have you ever seen such an incompetent, hopeless, out of touch, U-turning, pledge-breaking, back-of-envelope writing, make-it-up-as-you-go-along, miserable shower than this". Well now you come to mention it Ed.............."YES"............. It's the Council where the members take the highest basic allowances of any District Council in the country and pay for it by closing public toilets and community houses; reducing opening hours of contact centres and selling off our green spaces for supermarkets, come up and have a look sometime.
